Polish Army Procures New Uniforms. Less for more

Contractors who are to deliver uniforms and equipment for the Polish Army have been selected. Procurement is going to be covered by an amount of more than PLN 44 million. Earlier plans had assumed that amount of PLN 49 million was to be allocated to that purpose. It seems that the Army is going to save 5 million zlotys. However, it turned out that, using less money, ca. 40% less equipment was acquired, in comparison with the initial plan. This happened due to the fact that the prices estimated by the armed forces were calculated in a way which placed the financial data far from reality.

The procurement is being realized, starting from 18th July 2015 (date when the period in which the offers could have been placed began), by the 2nd Regional Logistics Base in Warsaw (JW 4226 – Military Unit No. 4226). Procurement of uniforms and equipment (protective clothing) for the armed forces has been the subject of the proceedings.

The procedure has been divided into four tasks, however, each time the procurement covered the process of purchasing the “protective clothing (jackets with inner warm layer and trousers)”, manufactured in line with the Military Technical-Technological Documentation – 128Z/MON. A detailed description was included in the terms of reference, provided only to the contractors who were invited to place their offers.

  • Task No. 1 was related to delivery of 13,000 clothing sets, with assumed value (excluding vat) of PLN 11 596 000. The order was ultimately cancelled.
  • Task No. 2 was related to delivery of 12,089 protective clothing sets, with assumed value (excluding vat) of PLN 10 783 388. The order was awarded on 28th September 2015.
  • Task No. 3 was related to delivery of 21,500 protective clothing sets, with assumed value (excluding vat) of PLN 19 178 000. The order was awarded on 9th September 2015.
  • Task No. 4 was related to delivery of 8,299 protective clothing sets, with assumed value (excluding vat) of PLN 7 402 708. The order was ultimately cancelled.

Thus, the Armed Forces, assumed that value of the whole order was contained in an amount of PLN 48 960 096, excluding the Value Added Tax. Ultimately, this amount turned out to be significantly underestimated. As a result, tasks 1 and 4 were not completed, at the same time it turned out that tasks 3 and 2 were more expensive – additional amount of PLN 14 million was required to realize the order. When one added the Value Added Tax (23%), the underestimation was contained in an amount of ca. PLN 17 million.

The only offer related to order No. 2 was placed by a consortium consisting of the Arlen S.A. company (leader) and Chrzanów-based Grupa Konfekcjoner – Bartex and Dzierżoniów-based Tailor companies. The total final value of the order was equal to PLN 16 163 113.89 (excluding VAT) - 5.5 million more, in comparison with the initial assumptions.

The same consortium has also placed an offer, regarding the order no. 3. This time, the final value of the deal was contained in an amount of PLN 28 745 715 (excluding VAT), 8.5 million zlotys more, than it was assumed at the start.

In case of the former order, the most cost-effective offer, placed by the Panki-based Przedsiębiorstwo Sprzętu Ochronnego „Maskpol” S.A. company, however the company ultimately refused to conclude the contract. Thus, the offers have been verified again, and the consortium consisting of the Arlen S.A. company (leader) and Chrzanów-based Grupa Konfekcjoner - Bartex and Dzierżoniów-based Tailor companies. However, this consortium also refused to sign the Agreement.

Meanwhile, the Ordering Party cancelled the procedure related to Task No. 4, due to the fact that price of the best offer exceeded the budget for realizing the order.
